1. Agreement to these Terms
These Terms of Use ("Terms") are a legal agreement between you and crowdeye ([RC number]), a company registered in [jurisdiction] with its registered office at [registered address, Lagos, Nigeria] ("CrowdEye", "we", "us", or "our"), the operator of the CrowdEye mobile application (the "App") and the crowdeye.ng website (the "Site", together the "Service").
By downloading, installing, accessing or using the App or the Site, you confirm that you have read, understood and agree to be bound by these Terms and by our Privacy Policy, which is incorporated into these Terms by reference. If you do not agree, do not download, install or use the Service.
You may be asked to accept these Terms before you can download or first use the App. Your acceptance at that point, and your continued use afterwards, confirm this agreement.
2. What CrowdEye is (and is not)
CrowdEye is a citizen reporting platform. It lets you capture what you witness in public—road and infrastructure hazards, official misconduct, good deeds, and evidence of alleged crime—and submit it so that, once checked, it can reach the people able to act on it.
CrowdEye is also not a law-enforcement agency, a court, a regulator, or a news publisher. We document and route reports; we do not investigate, prosecute, adjudicate guilt, or impose penalties. Decisions and actions rest with the relevant authorities.
3. Who may use CrowdEye
You must be at least 18 years old to create an account or submit reports. By using the Service you represent that you are 18 or older, that you have the legal capacity to enter into these Terms, and that you will use the Service only for lawful purposes and in line with these Terms.
You are responsible for complying with all laws that apply to you when you capture, submit or use content—including laws on trespass, privacy, defamation, harassment, and public order.
4. Your account & anonymous reporting
Some features may require an account (for example, to receive rewards or track a report). You agree to provide accurate information, to keep your login credentials secure, and to be responsible for activity under your account. Tell us promptly at [security@crowdeye.ng] if you believe your account has been compromised.
CrowdEye is built so that your identity as a reporter is not shown to the public or to anyone named in a report. How we handle your identity and data is described in the Privacy Policy. Anonymity protects you as a reporter; it is not a licence to submit false, malicious or unlawful reports (see section 7).
5. Rules for capturing & submitting
CrowdEye is governed by one principle: point the lens at the public scene and at public duty—not at private individuals. When you capture and submit, you agree to the following.
You may capture
- Public scenes, hazards, objects and conditions (e.g. leaking vehicles, debris, flooding, broken infrastructure);
- Public officials and civil servants while they are on duty and acting in their official capacity;
- Events happening in public view, captured openly.
You must
- Capture overtly—no hidden, covert or surreptitious recording;
- Obey the law and stay safe: do not trespass, do not obstruct traffic or officials, and never put yourself or others at risk to get a capture;
- Submit only your own genuine, unaltered capture of something you actually witnessed;
- For a recognition (Tier 3) report that features an identifiable private individual, obtain that person’s consent before submitting.
You must not
- Target, follow, single out or surveil a private individual;
- Capture in places where people have a reasonable expectation of privacy (e.g. inside homes, bathrooms, changing rooms, medical settings);
- Fabricate, stage, re-caption or otherwise misrepresent what you submit.
Faces of private individuals are blurred by default before anything is shown outside the handling authority. This is a safeguard, not a substitute for the rules above.
6. How reports are handled by tier
Every report is machine-checked for authenticity and then reviewed by a human moderator before it moves. How a report is handled depends on its tier:
Road & infrastructure hazards. Public. Verified and routed to the relevant road or infrastructure agency. This is the only tier eligible for rewards (see section 10).
Official misconduct on duty (including electoral malpractice). Published once verified. Faces are blurred by default—except public officials acting in their official capacity, who may be shown for accountability—and the report is flagged to the relevant oversight body.
Positive recognition. Consent-based. A private individual is only featured publicly if they have agreed.
Alleged crime. Submitted as private evidence to the relevant authorities only (for example,
[NAFDAC, the Police, or another competent body]. Faces are blurred and nothing is posted to a public feed.
We do not guarantee that any report will be verified, published, routed, accepted by any authority, or acted upon. We may, at our discretion, hold, decline, edit for safety (e.g. blurring), or remove any report—including where it fails authenticity checks, breaches these Terms, or cannot be safely handled.
7. Prohibited content & conduct
You agree not to use the Service to create, submit or distribute content, or to behave, in any of the following ways:
- Submitting false, fabricated, staged, misleading or out-of-context reports;
- Submitting AI-generated, deepfaked or digitally manipulated media presented as a real, first-hand capture;
- Defaming, harassing, threatening, stalking, doxxing or intimidating any person;
- Content that is hateful, discriminatory, or that incites violence;
- Any content that sexualises, endangers or exploits a minor—strictly prohibited and reported to the authorities;
- Using a capture or the threat of a report to extort, blackmail, coerce or settle a personal score;
- Infringing anyone’s privacy, image, intellectual-property or other rights;
- Impersonating any person, official or organisation;
- Interfering with, probing, or attempting to defeat our verification, moderation or security systems;
- Introducing malware, scraping the Service, or using bots or automation to submit reports or farm rewards;
- Using the Service to commit, plan or facilitate any unlawful act.
Breaching this section may lead to removal of content, suspension or termination of your access, forfeiture and clawback of rewards, and referral to the authorities where appropriate.
8. Allegations, not verdicts
9. Your content & the licence you grant
You keep ownership of the media and notes you submit ("Your Content"). To operate the Service, you grant us a worldwide, royalty-free, non-exclusive licence to host, store, reproduce, process, analyse, verify, blur or otherwise edit for safety, moderate, and—strictly in line with the tier of the report and the Privacy Policy—publish and share Your Content with relevant authorities, oversight bodies and partners.
You represent and warrant that you captured Your Content yourself, that it is genuine, and that you have the rights necessary to submit it and to grant this licence. This licence continues for as long as needed to fulfil the purpose of the report and to meet our legal, evidentiary and record-keeping obligations, as described in the Privacy Policy.
10. Rewards
CrowdEye may offer micro-rewards (such as airtime or mobile-money) for verified Tier 1 road and infrastructure reports only. Reports in Tiers 2, 3 and 4 are civic contributions and are never paid for, to keep incentives clean and prevent manufactured or malicious reporting.
- Rewards are discretionary, may vary, and may be changed or withdrawn at any time;
- A reward is only earned when a report passes authenticity checks and human review;
- Any tax or charge on a reward is your responsibility;
- We may withhold, reverse or clawback rewards, and suspend accounts, where we detect fraud, duplication, automation or other abuse.
Full reward mechanics and eligibility may be set out in separate reward terms, which form part of these Terms where they apply.
11. Verification & tamper-evidence
Each capture is sealed with a tamper-evident hash at submission, and reports are screened with automated integrity checks and reviewed by human moderators. These measures are designed to make verified reports reliable, but no verification system is infallible. We do not warrant that every report is accurate or that our checks will detect every manipulation.
12. Authorities, partners & third parties
Where a report is routed or published, it may be shared with government agencies, oversight bodies and vetted partners as described for its tier and in the Privacy Policy. How those third parties handle a report is outside our control and governed by their own rules and the law.
The App is distributed through third-party app stores (such as the Apple App Store and Google Play). Your download and use of the App are also subject to those stores’ terms.
13. Our intellectual property
The CrowdEye name, logo (the "eye-C" mark), "See. Capture. Change." tagline, the App, the Site, and their design and software are owned by us or our licensors. We grant you a limited, personal, non-transferable, revocable licence to use the Service as intended by these Terms. You may not copy, modify, reverse-engineer, resell or create derivative works from the Service except as the law expressly allows.
14. Availability, changes & suspension
We provide the Service on an "as available" basis and may add, change, suspend or discontinue features at any time. We may suspend or terminate your access—with or without notice—if you breach these Terms, if required by law, or to protect the Service, its users or the public. You may stop using the Service at any time.
15. Disclaimers
To the fullest extent permitted by law, the Service is provided "as is" and "as available", without warranties of any kind, whether express or implied, including any implied warranties of merchantability, fitness for a particular purpose, accuracy, or non-infringement. CrowdEye is not an emergency, security, legal or investigative service, and nothing in the Service is legal advice.
16. Limitation of liability
To the fullest extent permitted by the laws of the Federal Republic of Nigeria, CrowdEye and its officers, employees and partners will not be liable for any indirect, incidental, special, consequential or punitive loss, or for any loss of data, profit, reputation or goodwill, arising from your use of—or inability to use—the Service, or from any report, verification outcome, publication, routing decision, or action or inaction by any authority or third party.

17. Indemnity
You agree to indemnify and hold CrowdEye harmless from any claim, loss, liability or expense (including reasonable legal fees) arising from your breach of these Terms, your Content, or your misuse of the Service—including any claim that your Content is false, unlawful, defamatory, or infringes another person’s rights.
18. Governing law & disputes
These Terms are governed by the laws of the Federal Republic of Nigeria. You and CrowdEye agree to try to resolve any dispute amicably first. If that fails, the dispute will be subject to

19. Changes to these Terms
We may update these Terms from time to time. When we do, we will change the "Last updated" date above and, for material changes, take reasonable steps to notify you (for example, in the App). Your continued use of the Service after an update means you accept the revised Terms.
